Part of the CDL is supposed to be that you can read/speak English.I have been inside a scale house with a foreigner in front of me,could not speak a sentence in English,didnt understand English with his girlfriend translating for him.The DOT in that Illinois scale house were real nice to them,showed him pictures to try and talk to him.Disgusting, they should have hauled him to jail.Whoever he drove for must have "contributed"to the Illinois State Police or DOT enough for them to overlook his language problems.
