You probably need to replace the starter ring gear. Which requires a tractor split. Which is why nobody did it before.
You may be able to get by in the mean time by turning the engine a few degrees by hand before you try to start it. The engine tends to stop in the same spot each time you stop it, so the ring gear wear will be in only a few spots.
