That sucks big time. I couldnt imagine what would happen if I had an old Model A or T and the state gov. made me turn it in for scrap and fine me too. I would get an attorney and fight it. Time for another tea party when you are not allowed to own a certain car or truck because some bureaucrat says so. That is bull$hit. Realistically you would just tell the state that you scrapped it already and they say, Oh, okay and walk away. (just hide the car and sell it later to someone else.)
