Flush the wd-40 out with blasts of Kroil. It has performed better than PB Blaster, though PB Blaster isn't nearly as bad as WD-40 and Liquid Wrench.
You will probably have to take the latches out and remove the rest with violence. And getting the extension latches out may take a lot of Kroil.
Replacement parts may be a Sloan EX and Shoup, but be sure to sitting down when you find the prices.
The height of the lift links is controlled by the control cable and the rock shaft valve. If that cable is not adjusted right the rock shaft won't go down or up far enough.
