IH Instructions say: Loosen the fan spindle bolt (between the gen belt pulley and fan mounting bracket) and slide the spindle down to the bottom of the groove in the fan bracket. The belt can now be worked over the fan and started by hand over the drive pulley. "Then by slowly cranking the engine the belt will find the correct position." Move the spindle upward to tighten belt. Allow 3/4 to 1" slack by depressing the belt with thumb pressure mid-way of the belt. Tighten spindle bolt.
