I"m not sure I understand your problem, but I hear you saying that the position/draft lever will raise your arms, but the quadrant lever does nothing. I had an 8600 Ford that the quadrant linkage lost a pin and the quadrant would not work. I simply had to replace a roll pin. The bad news was that it took a 1/2 day to get to the pin. Perhaps your linkage broke in such a position that shifting between position and draft causes the arms to move. Anyway try posting this on the Ford Forum. I"m sure you will get help there and, as you can see, there is not alot of tractor discussion on the Tractor Talk forum.
