Nice pic. Dowdswell is a brit plow. I believe the plastic boards are to help prevent sticking in heavy clay soils. I don't imagine wear would be near the issue in clay as it would in sand.
Surprisingly... I've seen some composite materials like that which make a very hard wear surface. It'll wear steel before it wears the composite. The downside with those things, I would expect at least, would be strength. It probably wouldn't take much to snap one. I'm sure they have their purpose though.
