Hard to say if it has any feed value. If it covers the ground thickly, it will act as a mulch and inhibit new growth until it rots. If the owner is concerned about the appearance and wants new growth, it's probably a good idea to rake up the cuttings. If not, leave it lay, and it will rot away eventually.
