You are lucky they allowed you to smoke in the confinement of your own vehicle since this was on government property.
While I have only heard rumors; it has been said that the Desert Hills (Banning) scales in Calif. was ticketing drivers for smoking in their own truck as they crossed the scale. You can not smoke within 50 ft of a government building in Calif. and the truck scale is within that distance from the scale building.
