I think I hold the record at 21 cents kw/h here in Connecticut. The only true measure is to divide the total monthly kwh used by the month's bill. Figured that way it includes all the pesky distribution fees & charges. My pure kw/hr is 11 cents, but meaningless in reality.
But I don't care anymore. Went with a grid tied solar system last December.
For fun nowadays I go down in the basement with a beer and watch my meter spin backwards on sunny days.
If they raise rates, I add more panels......you betcha.
