I don't doubt you are having trouble with PBS as their tower is just straight east of Hutchinson. KWCH tower is near Hutch as well.
From the KPTS Web site: "Our digital transition channel (29) is broadcasting from a lower antenna on our tower which will not provide as strong a signal for reception. As this transition ends, KPTS is returning to our VHF channel 8 to make it digital next year. This move will make reception easier for many. In addition, we have requested permission to increase our transmitted power to further improve reception. The date of that approval or disapproval is yet unknown."
Can you get any of the low power analog channels out of Wichita? Since the low power stations need not switch to digital you may still get them with a pass through converter or without one.
