Both that you mentioned are vapor barriers. At most for drops of water (condensation). Vapor barriers are for blocking moister from condensation by different heat ranges inside and out. If there is too much water, you need to make sure outside water is well drained away from the house. The outside of the foundation needed to be water sealed (various methods)before backfilling. Can still spray/paint the inside of foundation w/ a sealer. And then there are sump pumps.
