Detergent or non-detergent oil?
rebuild..... well, if it just tuurns out to be stuck rings and you are sharp enough/clever enough/lucky enough to get them freed off without breaking them, put them back EXACTLY in the same place (ring gaps) as you removed them if they are still serviceable and bolt her back up. Remember they will be worn to the shape of the bore and turning them round may be bad news...
Non detergent oils were bad for gumming and varnishing rings. Rings can often be freed by soaking in a solvent plus heating and cooling cycles, without the need for prising them off with a screwdriver!! Some will pop free easily, some may need a couple hundred Celsius, or more.
If they are worn beyond service limits you will need to consider the bore wear (size and shape) to decide the best way to proceed.
Also remember if it has been stood for a long time, the exhaust valve(s) that was(were) left open may well be corroded and not seating properly.
