Do you know for sure that he's not paying? He might be trying to make it easier for the garbage truck, so they don't have to stop twice. How would you know if you never talk to him?Phone the garbage company and ask them if he's paying. If he isn't, ask the garbage company to talk to him or what you should do. Maybe use a different color garbage bag or something? It would still be best to talk to him. If he gets defensive, find out if he is violating a bylaw or something. If you've seen him do it and didn't say anything, you're just as much to blame if he's kept doing it. Dave
