I like to be silent around my neighbours. I just say hi and thats it. I would leave a sign on cardboard or something and see if they got the hint. Something like "Frankiees garbage only" or something like that. I dont think I could fault the person if they have not been told. I know it is likely known to the person but once told then they cant say "I didnt know" or " you should have told me" etc. If they flip over a simple sign showing your wishes on your property then you dont want to know them anyway and it is a good thing you found out about the way thier mind works.
