I don't pretend to know much about finance but it seems to me that the way to get out of this mess is to start at the lowest point. Have the banks go back to the original loan and freeze the interest rate at that amount. Set up a guaranteed loan similar to an SBA loan for the homeowners that want to participate. The only money the government would be out would be the loans that defaulted and even then there would be collateral on that loan. The banks would have to eat their fees and homeowners would be able to keep their homes as long as they made the original payment amount. JMO
