Does the carb "run over" while the tractor is just sitting with the gas turned on?
If NOT, your inlet needle and seat an float are OK.
If the gas just pours out while cranking, you are choking it too much, the carb is mis-adjusted, or not assembled properly. (Wrong jets, missing jets, or jets swapped around.)
