There's a long pin INSIDE the PTO shaft inside the tractor that is acted upon differently by whichever stub PTO shaft is installed, and shifts gears deep within the tractor for the two different speeds.
Repairs will likely require the tractor to be "split" between the back of the clutch housing and the transmission.
