Rough up the surface of the smooth idler pulley/s. Use 40 grit sandpaper/emery cloth or lightly file it . Make kinda a spiral on the surface side to side.
Some belts never do it, some do, even on like engines. Only other thing is to make sure the tensioner arm is straight.
