The 400 would have (I think) about a 12 GPM pump putting out a max of 1500 psi which may not be enough to lift a big 1200 lb bale. Also, constant use of the loader and the smaller capacity of the 400 system will cause it to get hot pretty quick, too.
PTO pump is the best bet. I think the 540 rpm pumps are available with 11 GPM or 21 GPM. Definitaly go with the 21 GPM pump on an F11 as the cylinders are long and take lots of fluid to move quickly.
