Sandblast the wheels, prime them and then coat them with a good enamel... or if you really want them to last use a two part epoxy paint. That will harden to the point that you can't strike an arc on the wheel with a welder. When that's done, I'd look for a set of 235/85R16 truck tires. They're probably not as common as they once were, but still fairly common. Should be cheap. If the wheels are tubeless, mount them tubeless. You will have far less trouble with tubeless tires.
