We didn't pay tolls before. We pay tolls now on one highway that was built under the public/private partnership. They don't seem to exempt us from our fuel tax even though we may travel that road, so I see that as double taxation.
The problem we have with maintenance in this province is that they can't decide what they want to do. They've got contracts going on for certain roads/routes in certain areas, and those areas revolve around anually. These contracts involve a new jockie each time under bidding the job, providing poor service and then deciding that he doesn't want it next season. I suppose that if they were to privatize the whole thing it could work OK... but I doubt that.
Looking at the big picture, there is no reason to think that a private contractor can obtain operating capital any cheaper than a government agency, there is no reason to think that they can insure their fleet any cheaper than a government agency that is SELF INSURED, and there is no reason to think that their major operating expenses are otherwise any different due to labor being labor and the government also exempts itself from fuel taxes, which the contractor will not be exempt from.
Given that this province, and no doubt most states already have a major portion of the infrastructure to handle road maintenance, it really makes no sense to me to privatize it.
'Here' they do not have the resources needed to take on major construction projects.

The problems that exist here with road maintenance are largely at senior management levels, and the theory of how they operate. The same problems would exist with private operators unless they are given ownership of the highways.

Personally, I don't believe it is in the PUBLIC interest to allow private ownership of a shared transportation system. Not once, ever in our history has it been beneficial to the public to do that. It made a lot of railroad barons rich though.
