Shutters were also necessary/common on "Thermosyphon" cooling systems...ie, tractors with no thermostat and no water pump. John Deeres until about 1952, most all tractors until about 1940-something. It's the only way you could get the things up to operating temperature. Even on gas, I don't work my 1938 F14 hard enough to get the temp gauge off the peg. Only time I've ever moved it is when I was trying to haul a 2-14 plow. Got it up to about 160, cracked the shutters a notch to see what would happen, dropped it right back to about 120, just barely off the peg. Of course, we're talking about an engine that only develops 12-14 horsepower.
