Mark, does your (amp meter?) move when you turn on the lights? If it does which direction? It could be reading in the wrong direction if it was wired wrong or somebody has charged the battery backwards or changed the ground to (-). If it is definitely NOT charging, clean the points in the voltage regulator and clean the brass segments on the armature in the generator, that is usually all that is wrong with them, check the brushes while you are in there. If you still want to convert it to 12v, there are some good kits out there to do that ( kind of pricey) or if you are pretty handy with tools buy a 12v alternator (preferably a 3-wire delco), a 12v battery, a ballast resistor(mopar etc.), you can wire the headlights in series until you burn one out then replace both with 12v bulbs. If you decide to do this conversion re-post or E-mail and I will explaine how to wire it.
