Pramitol 25G is the herbicide of choice when it comes to scorched earth weed control. Be fore warned that the stuff is soluble and will move with rain water, and move and move and move.
Roundup is still the chemical of choice for your application, not having a residual should be a bigger issue than drift.
Hyvar, Krovar and Sierra are a few other right of way chemicals that you should study the labels on to see if they fit your situation.
