Probably have an internal leak in the rockshaft valve or one or both of the remotes. Start the tractor cold and let it run at 1000 rpm for about 20 minutes,feel the remotes,diff lock valve the rockshaft,steering valve etc. If warm to the touch(warmer than surrounding metal) the function is leaking. It is leaking enough to just stroke the pump,giving you the chatter noise you are hearing
