There is still a small subset of "unemployed" who probably shouldn't be considered as such. The government lumps everybody who his receiving unemployment insurance as "unemployed". It's possible (I've known people who've done it) to receive unemployment and be working full time as a business owner. Feller gets laid off and starts a business doing freelance work, or takes his "side job" and makes it his "main job". In any case, it would artificially inflate, rather than deflate the unemployment numbers.
