The pto has to have power to stay engaged. The pto as you call it is just electrical magnets. If I remember correctly, you should hear the magnets engage [click] when you switch on the power even when the motors not running [with a good battery, the battery charger on or the jumper cables connected]. If you leave the jumper cables on I'm guessing the blades will continue to turn after starting. I think as stated that it has a bad battery or bad conections. Try putting it on a battery charger and after a short charging period, start the tractor with the charger still on. Even if the battery is weak, it should stay running with the mower running. If so, you may want to buy a new battery. If the battery is fully charged, even if the voltage regulator is bad it should run and engage the blades. The only thing that would happen is that after a while the battery would lose its charge. This post is from past experience on a JD 111 I once had. Good luck.
