You said you changed pumps but you didn't say if you changed with a used or rebuild.
The shaft seal will get hard and leak into the oil. It costs upward to 300.00 to have all seals changed at a diesel rebuilders in Toledo, Ohio. If you put on a used pump on that one could have a hard seal also. The return assembly needs to be checked also. I know of some that put two shut offs on the lines to shut all fuel off when it is not running and just keep on useing it as is. If it is the shaft seal it won't leak much fuel while running, just when it is off. If it is the return assembly it will leak when running and you can see this leak with the valve cover off.
