ford diesel engine problem

i have a 1959 ford 4 cyl diesel, 172 cu in. the oil pan keeps filling up with diesel fuel every time it is run. the injector pump was advised as bad and changed. no help. does anyone have a cure for this problem? Tractor has 3500 hours and is used only occasionally. thanks for any help on this problem.
