I stopped at a station once where I had shopped quite often. I had a pair of 5 gallon containers to fill then I was going to fill my truck.
When the meter rolled over 6 gallons and my first 5 gallon can was only about half full, I put down the nozzle and went inside.
I told the owner about the problem and he came outside in apparent disbelief. While he was making denials and waving his arms he reached under the front of the meter, just above the glass and flipped a switch.
I stopped what I was doing and don't remember exactly what I did next, but I bought no more gas from him, shop elsewhere and called the state weights and measures and reported him.
If he doesn't want people stealing his gas all he has to do is require customers to pre-pay!
