Jerry cans hold more than their rated capacity. Most have a line on them for the rated capacity. It's not hard to fill a can right to the top and get 25 or more litres in a 20 litre rated can. The gas pump is supposed to have a weights and measures Canada sticker on it that's dated when the pump was certified accurate. I think it's done every year by law.
