'Twas bunk. The distinction is between on-road and off-road use. Same distinction as between reefer fuel and gittin'-on-down-the road-fuel.
The latest change (not at all recent anymore) is that distributors are rewuired to charge sales tax at the pint of sale on off-road fuel, and a lot of them aren't willing to take on the cost and trouble of doing that.
What that does is makeyou produce the recipts to prove the sale and the tax to calim a rebate on the sales tax.
They're runnin' to the bank with the unclaimed taxes.
