I have never worked on a forklift setup. Check to see if there is a seperate valve that lets in the vapor propane. It sounds as if the throttle plate is opening but the vacumm operated valve is not. Or maybe the convertor is plugged inside and not letting the propane through. Is this an old unit or relatively new? Propane has oil in it and over many years the convertor will accumulate oil inside and needs to be disassembled and cleaned. Good luck.
