Just remembered somthing that happened with the local coop's forklift. They opened the fuel valve on the tank too fast, which caused the excess flow valve in the tank to close. This would feed enough fuel to let it idle, but not run at speed.
The fix was to close the tank valve for a few seconds, and then open the valve very slowly.
Might be worth a look.
