I suspect it has to be a Detroit Diesel 2-stroke-cycle powered tractor - and the bigger the better.
The Big Bud tractor - model 16V-747 has 1000 engine horsepower, 900 drawbar horsepower, and 1472 cubic inches. That comes to .679 of a horsepower per cubic inch. I don't know of any other tractors that high.

Big Deere 4-stoke is close though - Deere 8430T 548 c.i. 298 horse .543 of a horse per c.i.
