Well first I'm gonna assume the plug is wet from gasoline rather than oil coming past the rings. But you should be able to smell it if it's gasoline. While we're on that, if you check the compression again you might first squirt about half a spoonful or so of engine oil through the plug hole first. Then see if the compression numbers come up...if so the piston rings are probably worn. But even so it should still start if the ignition is working right. The 9N I grew up around had a couple really bad cylinders but it would still start okay albeit with a bit of TLC. Like pouring warm water over the intake manifold for a bit when it got much below +20 F out in the garage. Like others said, be sure that points, condenser and coil are all installed correctly and making a decent spark at the plug when she's turning over. When I think back to that distributor in front of that 9N engine I appreciate that Delco with the centrifugal advance sticking out from the side of our MH50 all the more. Good luck.
