Sometimes a surge is caused by a leak in a supply line.
I once had a K5 Blazer with a 6.2 diesel that would surge for the first minute or so after startup after sitting overnight. I rigged an air hose coupler with a regulator on it onto a fuel tank cap. I started out with zero pressure and gradually increased. By the time I got the tank pressurized to about 5-7 pounds pressure, a fitting by the fuel filter squirted a small stream of fuel about two feet. Fixed the fitting and no more surge.
I'm not sure this could happen with a gravity feed system, but it's a thought.
