The 1600=1700=1800 series IHC of that era came from the Factory with Hydrovac assisted Hydraulic Brakes. This was a vacuum system. some 1700 and 1800 series intended to be used as Dump and Tractor Chassis could be ordered with air assisted Brakes. In that era Vacumn Brakes on Semi Tractors and Pup Trailers were common. I'm not cognizant of the CDL requirements only the Brake systems available on that era IHC trucks. some 1800 Tandem Chassis meant for Dump Box installation were optioned with full Air Brakes.
