Here is my take: Another screwed up, ill advised government program to "improve" air quality in/around major Texas urban areas. It is an outright Bonanza for the large farmers in these areas which can scrap an old tractor which can be near death, and get a new replacement with up to 80% of the purchase price coughed up by the government. Such a deal! It seems the millions they already get from FSA payments isn't enough for them to update equipment. No wonder Americans go to such great lengths to avoid paying taxes. Just when I believe they can't think up a more stupid idea to throw tax money away than the previous boondoggle, they always prove me to be wrong.
