Sounds like you might have a non working primer, what brand propane carb and vaporizer do you have ? I run 2 tractors and 2 pickups with IMPCO propane equipment. With a good working primer they will start to 0 or a little below. I have started propane fueled equipment at more than 20 below by adding just a small shot of ether starting fluid to the air intake. All they need to do is fire a couple of cylinders on ether then they will run on propane. In really cold weather, allow the engine to idle dead slow until the coolant warms a bit, or your vaporizer may freeze up.
