Our 1537s do that too, it's about clutches being worn I'm told. But with 3 of 'em sitting around it just hasn't been a priority to replace the clutches.
No freewheel mode or hydrostatic release here either, though we'll occasionally tow them by hooking a logchain on the back and pulling them SLOWLY for short distances. Longest distance we ever towed one was about 80 feet -- ran out of gas while pushing together a brush fire and the tires were starting to catch. Pulled it until the flames were out. Didn't seem to hurt it...
