Tom, hard to set a "value" as is, moreso, I'd figure what it was worth if "restored", then start subtracting what it'll take you to get there. If you can buy it for less than that, and your time isn't worth anything to you (it's your hobby, it's supposed to be fun time, so as long as you enjoy it, it's free, or mostly free), then that's what it's "worth". You don't want to put $8k into a $4k tractor...
I'd check out some "criticals"...
1. What shape is the hood in? 2. THe fenders liked to get beat up, torn, rusted, dented, etc. Especially down low and in front. 3. Make sure the rear rims are good. Rear rims/tires can cost you $500-$2000 (depends on what you get) - Round Spokes, Flat spokes or some AC wheels. 4. Engine running?
