late wife's uncle was road comissioner and had cleaned out and reshaped some edges along one of the township roads. he cut a phone then the phone company started to give him fits. he told them the phone is supposed to be over there not here and it isn't buried as deep as it is supposed to be. i think you need to put phone line in the right place which they did. i think the phone company then went after the cable company as they didn't do the job as they were hired to do.
