My old Kewanee Field cultivator was set up that way.
It would do the same thing as far as the wings not staying balanced with the rest of the cultivator.
To balance the cylinders, you would lift it all the way and hold the lever in the lift position a few seconds to balance it.
When lifting on the ends, to turn, it was important to lift all the way so it would balance at each end.
When it was new there wasn"t any problems and it didn"t matter about lifting. But when it got to be about 10 years old you had to do the lift the thing all the way to keep it balanced.
