Ruining two pumps shouldn't of happened, regardess of the water in the fuel - unless you're using some sort of aftermarket filter system. The OEM Stanadyne primary (on a dual setut) or single filter is also a water-separater. And don't you also have a "water in fuel" sensor and warning light? I've got several Chevy diesels, also two Fords, two Isuzus, and two Volkwagens. All of them have water-separators and water sensors. The Volkswagen and my older Chevys even have water-drain valves at the fuel tank that are supposed to purged once in awhile.
