Local dealer here has consignment auction couple times a year and he said you wouldn't beleave some of the things people (crooks) will try to get away with. He has mechanics on duty during the sale and they hold the keys as much as possible and try to watch very close. He also has his employees drive the tractors ect. through an auction ring and that helps cause the mechanics can catch something wrong before it hits the auction block. I've seen this crap happen at many auctions and it just stinks. If I catch someone doing it I make a BIG fuss about it and make sure the crooks actions are known.
