It's doing just what it's supposed to do. On some of the larger tractors, the clutch was held to the flywheel with six bolts, but they tapped things out so that, when removing the clutch, you would take every other bolt out of the flywheel and move it over to a hole that would pass through the cover and thread into the pressure plate to hold it back. That held the tension to make it easier to remove, but more especially to hold the pressure plate back when you went to put it back on. In reinstaling, removing the bolts from their temporary postion allowed the pressure plate to go back to its "rest" position where it applies the pressure needed to turn your tranny under load.
