Yep ones like that can be tough. BTDT and have run into the same problem a few times. The last time was on my 1935 JD-B. Never opened up the engine and it being a hand start and all it made it even harder to get just right. I put on a new mag and a new/rebuilt carb and it would not start by hand. We ended up pulling it the first time and it started before we got it pulled 5 feet. That was also the fisrt time it had run in over 15 years and it sure was nice to have my grandfathers tractor back up and running after it had sat so long. So yep I would pull the tire off and go from there
