I have found that the oil type heaters aren't very effective for starting Oliver diesels. The most effective heaters are the ones that go directly in the block thru a core plug hole. These heaters are made by Canadian General Electric Co. The other type of block heater is the type that goes in the heater hose or radiator hoses. These type of heater usulally require much longer to heat up and and generally require 2 to 3 time more current than the type of heater that goes directly in the block. A good way to tell if the engine is ready to start is feel the block and see if it feels warm to the touch. If is you are probaly ready to start.
